Published award-summaries collection. Existing generic route with a concrete dataset name. Requires data:read. Stable-key identity; ordered by organization_id, scope, dimension, key. Text search is unavailable; omit q.

Allowed fields: organization_id, scope, dimension, key, label, agency_id, rank, obligated_usd, actions, awards, first_action_on, last_action_on.
