Published summary-award-program-codes collection. Existing generic route with a concrete dataset name. Requires data:read. Stable-key identity; ordered by award_key. q searches recipient_name.

Allowed fields: generation_id, award_key, program_code, program_codes, recipient_uei, recipient_name, owner_org_id, promoted, first_action_on, last_action_on, actions, obligated_usd.
