List summary recipients records

Published summary-recipients collection. Existing generic route with a concrete dataset name. Requires data:read. Stable-key identity; ordered by recipient_key. q searches name.

URL-encoded JSON object; exact equality on up to 12 published fields, AND-combined. Primitive or null values only; strings at most 500 characters. No range, array-containment, OR or sort operators. Allowed fields: recipient_key, uei, duns, name, state, country, org_id, first_fy, last_fy, awards, rows, obligated_usd, contract_usd, assistance_usd, promoted_awards, excluded_usd, is_placeholder.
