Published system-milestones collection. Existing generic route with a concrete dataset name. Requires data:read. Stable-key identity; ordered by id. q searches title, description.

Allowed fields: id, system_id, kind, occurred_on, date_precision, title, description, award_id, program_id, confidence, as_of.
